Fish for Pond Stocking
May 17, 2021
The Ulster County Soil and Water Conservation District is holding their annual Pond Stocking Program so that local pond owners have a convenient way to purchase healthy and affordable fish. Fish distribution is scheduled for Monday, May 17th at the district office, 5 Park Lane, Highland,  NY. Please see attached documents for more information, including obtaining a general permit for fish stocking.

“Hudson Cliffs State Park”
February 19, 2021
Quarry Waters, LLC (an affiliate of Scenic Hudson) purchased 520 acres of land between Town of Ulster and City of Kingston, and many of you have already visited part of it -- the Hudson River Brickyard Trail. There is a vision for the remaining property. Scenic Hudson is in the process of transferring the property to NY State Parks/PIPC and is excited to engage the community in planning for the future, "Hudson Cliffs State Park".

Police Reform and Reinvention Collaborative Committee -- Documents Posted
January 13, 2021
The Town of Ulster Police Reform and Reinvention Collaborative Committee was formed last year as part of the process directive of Governor Cuomo. The volunteer committee was formed with applications from town of Ulster residents, and first met on August 27.
The goal:
* To make collaborative policy and procedural recommendations to the town board that would ensure healthy and productive engagements and a fostering of a mutual trust, between our police and all segments of our community.

* All policy recommendations must be uniquely tailored to our town, and its communities.
A document consisting of the committee's proposal of recommendations is due to the Town Board early this year.

Balloon Fly Test Scheduled
November 19, 2020
Tarpon Towers II, LLC will conduct a balloon fly on Wednesday, November 18th at 9:00 a.m. – 1:00 p.m. at 901 Miron Lane, Ulster (Section 48.12-1-21.110) in connection with an application to the Town of Ulster for the construction of a new wireless telecommunications
tower. Rain/wind date is Thursday, November 19, 2020 at 9:00 a.m.
[Balloon tests can be used to show residents, zoning officials, and tower owners how high a proposed a concealment will stand. Balloon tests can help residents see the visibility of the cell tower concealment and envision how it will blend in with the aesthetics of the area] 
NYSDOT Working on Ulster Ave/9W (crack seal/patching)
November 09, 2020
On Monday, Nov. 9, NYS DOT will start a crack seal/patching project on Ulster Ave/9W. There will be lane closures that may result in some congestion. 
UPDATE: The work will span from the City of Kingston line (near McDonalds at Harwich Street) all the way to Route 199 (near Burlington). WORK MAY LAST AS LONG AS 2 WEEKS, WEATHER PERMITTING.

WHITTIER & DEER RUN RESIDENTS: Virtual Public Statement Hearings to be Held on Proposed Acquisition of New York American Water

Your water is provided by NY American Water and earlier this year, Libery Utilities Co/Eastern Water Holdings began the process to acquire American Water. 

The New York State Public Service Commission will hold eight virtual public statement hearings beginning Wednesday, November 4, 2020 to receive public comments concerning the joint petition of American Water Works Company, Inc. and New York American Water (American Water) and Liberty Utilities Co./Eastern Water Holdings (Liberty/Eastern). On February 28, 2020, American Water and Liberty/Eastern filed the joint petition seeking Commission approval for the acquisition by Liberty/Eastern of 100 percent of American Water’s outstanding capital stock and for the issuance of long-term indebtedness.

RESIDENTS have the opportunity to make statements on record at public statement hearings. There are EIGHT public hearings opportunities. Commission on Reapportionment: Individuals Sought by County Executive
August 21, 2020
Pursuant to the Ulster County Charter, the County Executive is in the process of forming a pool of applicants from which the County Legislature is to choose members to serve on the Commission on Reapportionment. This is a once-a-decade process in which legislative districts may be reconfigured based on Census data.

 

As part of the Charter imposed process, the Ulster County Executive seeks to create a pool of individuals representative of the demographic and geographic diversity of our County. To that end, the County Executive is asking that each of the supervisors and mayors throughout the County nominate two individuals as potential members of the pool submitted by the Executive. 

 

  • To be eligible for the pool, the nominees must be County residents registered to vote in Ulster County who, since January 30, 2018, have not served as elected officials or as members or officers of any political committee, and have not been employed by New York State, the Ulster County municipal government, or any town, city or village municipal governments within Ulster County. 

 

  • Submissions should be sent to the Town Supervisor, as each Supervisor is responsible to submit the nominees to the County.

  • To be considered as a nominee, Email the Town Supervisor James E. Quigley 3rd at: ulstersupervisor@townofulster.ny.gov with your name, address, contact phone and email address, and include “2020 Reapportionment Committee” in the subject line. Submissions should be received by Aug. 19, 2020.

 

Whittier & Deer Run Residents - Notice of Mailing

On July 27, 2020 a notice was mailed to each Whittier and Deer Run resident/homeowner regarding New York American Water Company, Inc. and the Town's potential acquisition of such assets. The mailer included both a letter and survey from the Town of Ulster Supervisor's Office. Please refer to our Website under the "HAMLETS & NEIGHBORHOODS" tab to view these documents if needed. Any resident that did not receive a mailer may use these documents in order to respond to the Town's inquiry regarding the status and opinion of the water assets.

Quarry Waters Public Event Information

  • Heather Blaikie, Senior Park Planner for Scenic Hudson, invites residents of the Town of Ulster to a free webinar event on Wednesday, July 29th from 6-7pm via Zoom. The discussion will be regarding their first introduction to the Quarry Waters Park property -- Town of Ulster's portion is in East Kingston.
  • The Quarry Waters Park project is a 520-acre landscape with potential to benefit residents of and visitors to the City of Kingston and Town of Ulster.
  • Exciting features include over 1-mile of Hudson River shoreline; river overlooks affording breathtaking vistas; over 17 unique habitats (including woods, wetlands, and a dramatic cliff and ridgeline); iconic silos from the cement manufacturing industry; historic remnants of the brickmaking and ice harvesting industries; and quarried canyons.

July 16th Town Board Meeting Will be in Person
July 16, 2020
Town Board Meeting, Thursday, July 16, 7PM: Will be in person and broadcast via Facebook live. The Town Board welcomes attendees at this meeting. With social distancing in place, our audience is limited to 18 attendees.
Town Buildings to Re-Open with Limitations
July 13, 2020

Town buildings are scheduled to open again on Monday, July 13. The buildings have been closed to the public since March 30.

  • Town Hall hours will be 9am-2pm and each entrant will be monitored and checked in. One entrant per department will be allowed in the building at a time. 
  • At the Highway Complex, doors will remain locked. Entrants may utilize the building's doorbell, and will be allowed in after monitored and checked in.  

 

COURT OFFICES WILL REOPEN on Monday, July 13, 2020

  • COURT HOURS are Monday--Thursday, 9am-2pm
  • The front door of the Town Hall will be monitored.
  • There will be a check-in station.
  • Only one person will be allowed in the building at one time.
  • Please limit traveling companions.

July 4 Weekend Celebration
July 05, 2020

JULY 4: ULSTER COUNTY Executive Pat Ryan announced that the County will be hosting July 4th Community Fireworks Show on July 4th at TechCity, 300 Enterprise Drive in the Town of Ulster. Fireworks will begin at dusk.

PARKING is first come, first serve at the TechCity lot and United Health Care lot.

There are MANY prime viewing locations to see the fireworks, including the parking lots at Hudson Valley Mall, Kings Mall, Dena Marie (Kohl's) Plaza.

PLEASE plan ahead to promote safety, and to avoid congestion and traffic delays.

This is a great event and the Town of Ulster is proud to hold the event location!!

JULY 5: 4PM begins a motorcade beginning at Dietz Stadium, honoring Essential Workers.

Town Hall CLOSED Until May 27th
May 26, 2020

TOWN HALL WILL CONTINUE TO REMAIN CLOSED TO THE PUBLIC UNTIL FURTHER NOTICE.  PLEASE NOTE that the 5/21/2020 announcement signifies that the Supervisor's Office, Town Clerk's Office, and Court staff will not be in the building again until Wednesday, May 27. At that time once again, the Supervisor's Office and Town Clerk's Office are available via phone and email. Court Office is only available via email. 

 

Town Supervisor James Quigley announced at the 5/21/2020 Town Board meeting that a Town Hall employee tested positive for COVID 19, infected from an outside activity. We have been taking every precaution advised by the CDC and UC and NYS Health Departments -- wearing masks, social distancing, and avoiding congregation. In an abundance of caution the Town Hall will be CLOSED until Wednesday, May 27.  The Town is evaluating cleaning Town Hall and testing Town employees who "may have been" exposed. Questions can be directed to the Town Supervisor at 845-663-3686

The latest updates from a few Town Departments:

UPDATE to TOWN JUSTICE COURT:  At the direction of the New York State Office of Court Administration, the Town of Ulster Justice Court is currently CLOSED.  All matters are adjourned until further notice.  If you have outstanding fines and/or are concerned regarding a suspension of your driving privileges due to non-payment of fines, please be advised that no new suspensions will go into effect while the Court is closed.  Although our offices are closed, you will be able to pay fines on vehicle and traffic matters on-line if you wish.  Please do not come to the Court for any reason at this time.  The Court Clerk's office is not currently being staffed and there will be no one to assist you.

Clarification on Essential Business
March 20, 2020

 

 

GUIDANCE FOR DETERMINING WHETHER A BUSINESS ENTERPRISE IS SUBJECT TO A 75% WORKFORCE REDUCTION UNDER EXECUTIVE ORDER 202.6

 

 

On March 18, 2020, Executive Order 202.6 (or as revised) directed that all businesses and not-for-profit entities in New York State, shall utilize, to the maximum extent possible, any telecommuting or work from home procedures that they can safely utilize.

 

It is directed that, no later than March 20, 2020 at 8 p.m., each for-profit or not-for profit employer (excluding state and local governments and authorities) shall reduce the in-person workforce at each business/work location by 75% from pre-state of emergency declaration employment levels.

 

ESSENTIAL BUSINESSES OR ENTITIES, including any for profit or non-profit, regardless of the nature of the service, the function they perform, or its corporate or entity structure, are not subject to the in-person restriction. (Essential Businesses must continue to comply with the guidance and directives for maintaining a clean and safe work environment issued by the Department of Health).

 

This guidance is issued by the New York State Department of Economic Development d/b/a Empire State Development and applies to each business location individually and is intended to assist businesses in determining whether they are an essential business and steps to request such designation. With respect to business or entities that operate or provide both essential and non-essential services, supplies or support, only those lines and/or business operations that are necessary to support the essential services, supplies, or support are exempt from the restrictions.

 

For purposes of Executive Order 202.6, “Essential Business,” means:

 

1. Essential health care operations including

·     research and laboratory services

·     hospitals

·     walk-in-care health facilities

·     veterinary and animal health services

·     elder care

·     medical wholesale and distribution

·     home health care workers or aides

·     doctor and dentist offices

·     nursing homes, or residential health care facilities or congregate care facilities

·     medical supplies and equipment providers

 

2. Essential infrastructure including

·     utilities including power generation, fuel supply and transmission

·     public water and wastewater

·     telecommunications and data centers

·     airports/airlines

·     transportation infrastructure such as bus, rail, or for-hire vehicles, garages

 

3. Essential manufacturing including

·     food processing, including all foods and beverages

·     chemicals

·     medical equipment/instruments

·     pharmaceuticals

·     safety and sanitary products

·     telecommunications

·     microelectronics/semi-conductor

·     agriculture/farms

·     paper products

 

4. Essential retail including

·     grocery stores including all food and beverage stores

·     pharmacies

·     convenience stores

·     farmer’s markets

·     gas stations

·     restaurants/bars (but only for take-out/delivery)

·     hardware and building material stores

 

5. Essential services including

·     trash and recycling collection, processing and disposal

·     mail and shipping services

·     laundromats/dry cleaning

·     building cleaning and maintenance

·     child care services

·     auto repair

·     warehouse/distribution and fulfillment

·     funeral homes, crematoriums and cemeteries

·     storage for essential businesses

·     animal shelters or animal care or management

 

6. News media

 

7. Financial Institutions including

·     banks

·     insurance

·     payroll

·     accounting

 

8. Providers of basic necessities to economically disadvantaged populations including

·     homeless shelters and congregate care facilities

·     food banks

·     human services providers whose function includes the direct care of patients in state-licensed or funded voluntary programs; the care, protection, custody and oversight of individuals both in the community and in state-licensed residential facilities; those operating community shelters and other critical human services agencies providing direct care or support

 

9. Construction including

·     skilled trades such as electricians, plumbers 

·     other related construction firms and professionals for essential infrastructure or for emergency repair and safety purposes

 

10. Defense

·     defense and natural security-related operations supporting the U.S. Government or a contractor to the US government

 

11. Essential services necessary to maintain the safety, sanitation and essential operations of residences or other essential businesses including

·     law enforcement

·     fire prevention and response

·     building code enforcement

·     security

·     emergency management and response

·     building cleaners or janitors

·     general maintenance whether employed by the entity directly or a vendor

·     automotive repair

·     disinfection

·     doormen

 

12. Vendors that provide essential services or products, including logistics and technology support, child care and services needed to ensure the continuing operation of government agencies and provide for the health, safety and welfare of the public including

·     logistics

·     technology support

·     child care programs and services

·     government owned or leased buildings

·     essential government services

 

If the function of your business is not listed above, but you believe that it is essential or it is an entity providing essential services or functions, you may request designation as an essential business.

 

Businesses should only request such a designation if they are NOT covered by the guidance above.

Restrictions on requesting designation as an essential business:

·     Any business that only has a single occupant/employee (i.e. gas station) has been deemed exempt and need not submit a request to be designated as an essential business.

·     Businesses ordered to close on Monday, March 15, 2020 under the restrictions on any gathering with 500 or more participants, including but not limited to, bars, restaurants, gyms, movie theaters, casinos, auditoriums, concerts, conferences, worship services, sporting events, and physical fitness centers, are presumed to be compliant with NYS issued restrictions and must remain closed and are not eligible for designation as an essential business for purposes of this guidance.

Tax Collector Notice: 2020 Warrant

NOTICE TO APPEAR IN THE DAILY FREEMAN January 1, 2020:

TOWN OF ULSTER

2020 NOTICE OF RECEIPT OF TAX ROLL AND WARRANT

 PLEASE TAKE NOTICE, that I, the undersigned Ulster Town Clerk, Town of Ulster, Ulster County, New York, have duly received the tax roll and warrant for the collection of taxes for the present fiscal year, and that I will host collection hours at the Ulster Town Hall, 1 Town Hall Drive, Lake Katrine, NY, from January 2, 2020 to January 31, 2020 from 8 AM until 4 PM, Monday to Friday and Saturdays, January 4, 11, 18, and 25, 2020 from 9 AM to NOON, excepting Sundays and holidays, for the purpose of receiving taxes listed on such roll. Furthermore, the office will be open for collection of the taxes from February 1, 2020 until May 31, 2020 between the hours of 8 AM and 4 PM, excepting Saturdays, Sundays, and holidays. Tax payments can be paid in the following manner: 1. Mailed to: Town of Ulster, c/o TBOGC, P.O. Box 618, Lake Katrine, NY 12449; 2. Mailed to: Town of Ulster Tax Collector, 1 Town Hall Drive, Lake Katrine, NY 12449; 3. In person at the Town of Ulster Town Hall, 1 Town Hall Drive, Lake Katrine.  

TAKE FURTHER NOTICE: Taxes may be paid on or before January 31, 2020 without charge or interest. On all such taxes remaining unpaid after said January 31, 2020 a penalty of one percent will be added for the balance of the first month (February) and an additional one percent added for each month or fraction thereof thereafter until May 31, 2020 when the return of unpaid taxes is made by the Town Clerk to the Ulster County Department of Finance, pursuant to law. Also, a $22.00 charge will be imposed by the collector, for all returned checks in addition to tax and interest amount.

TAKE FURTHER NOTICE: Article X Section 987 of the New York State Real Property Tax Law mandates a notice be sent to delinquent taxpayers not later than 85 days after the January interest free period with a mandatory $2.00 fee. This must be included in the payment plus the interest for that month or the payment will be returned to the taxpayer for the correct amount.

INSTALLMENT PAYMENTS: The first and second installments (1/2 of tax) can be paid without interest up to and including January 31, 2020. After that date, installments (1/2 of tax) must include interest at the rate of one percent for each month, or fraction thereof, until May 31, 2020, at which time the return of unpaid taxes is made by the Town Clerk to the Ulster County Department of Finance.

Town Board: "Highway Department Completes Morton Blvd Paving"

Town of Ulster Supervisor James Quigley and the Town Board would like to acknowledge the leadership of Ulster Highway Superintendent Frank Petramale in the planning and execution of the Morton Blvd rehabilitation project completed last night. The dedicated employees of the Town of Ulster Highway Dept along with assistance from the Ulster Sewer and Water Departments continue to prove that the Town of Ulster employees take care of business. The Town of Ulster Police, under direction of Chief Kyle Berardi, assisted with Traffic Monitoring and Control during the last two nights when Milling and Paving Operations occurred on Morton Blvd. Paving is a particularly involved activity made more difficult when done at night.  Acknowledgments are made to the Shared Service assistance provided to the Town of Ulster by the Ulster County Highway Department, and the Towns of Kingston, Saugerties and Woodstock for employees and equipment. Peckham Industries, Inc. and their employees and subcontractors were valuable contributors to the timely completion of this project.

UCRRA Intro to Composting

The Ulster County Resource Recovery Agency is holding an "Intro to Home Composting" on Monday, May 6th from 9am--11am at 999 Flatbush Road, Kingston. The class is $5, includes 1.5 hours of instruction, guided tour of UCRRA's composting operation, and a complimentary bag of compost. Call to register as class size is limited!! 845-336-0600
Light Bulb Disposal

Effective immediately we will no longer accept light bulbs of any kind at the Town Transfer Station. Light bulbs should be taken to the UCRRA for disposal.
