Animal Control

Information for the Town of Ulster Animal Control ONLY,

please note this is not for the entire County of Ulster!

If you have a problem in another Town you will have to contact that Town to report Animal Control problems. 


The Town of Ulster Dog Control Officer:

  • Investigates dog complaints in the Town of Ulster 
  • Takes action when necessary
  • Maintains the Town of Ulster Pound for stray and lost dogs

Dog Licenses: 


New York State Law requires that all dogs four months of age and older be licensed and wear tags.  Licenses can be purchased at the Town of Ulster Town Clerk's Office with a valid rabies vaccination certificate.


Cost of a dog license is $6.00 for a spayed/neutered animal(proof required); $16.00 for a non-spayed/un-neutered animal. Unlicensed dogs can be adopted from the Town Pound after ten days if not redeemed and licensed by the owner.



The Town of Ulster runs a no kill shelter.  Dogs are humanly euthanized only if they are vicious or chronically ill.  


To redeem a dog from the shelter the owner must pay a fee:


  1. Impoundment: $100.00 flat fee plus $10.00 per day 
  2. Dog captured while running at large & returned to the identifiable dog owner: $50.00 civil penalty



Animal Cruelty:  Issues pertaining to animal cruelty, including inappropriate shelter, are handled by the Ulster County SPCA.  You may contact them directly to report an animal cruelty issue.

Wildlife Problems: The Town is unable to handle wildlife problems, such as bats, bear, deer, skunks, etc.  Questions concerning animal control related questions can be directed to the DEC at (845) 256-3000DEC hours: Monday - Friday, 8:30 AM - 4:45 PM
